The Guam Bar Association (GBA) is an integrated bar, established by Guam law as a public body corporate. This complex legal position serves as guardian, limited guardian, testamentary guardian or temporary guardian of the person and/or estate of an elderly or mentally incapacitated individual when so appointed under Guam law.
The employee in this class will be responsible for overseeing and managing the Public Guardian’s Office. Key responsibilities include assisting the Court in proceedings for the appointment of guardians; providing advice, information and guidance to appointed guardians; coordinating care and services for wards, managing financial affairs to ensure wards’ resources are used effectively and responsibly, offering guidance and counseling encouraging maximum self-reliance and independence to avoid the need for appointment of guardians; and developing public educational programs on guardianship and alternatives to guardianship, and support.
Preferred Qualifications:
Minimum of eight (8) years of experience as a licensed attorney in family law, elder law, or a related field including one (1) year of supervising subordinate personnel or managing a legal program. Experience working with elderly or disabled populations. Understanding of guardianship laws and procedures. Knowledge of locally and nationally available social service programming available to wards.

There is an anticipated vacancy for an attorney to serve as an Assistant Counsel within the Commander, Navy Installations Command (CNIC) Office of General Counsel (OGC). The Region Counsel reports to the CNIC OGC, Washington Navy Yard, Washington D.C., which is under the general supervision and coordination of the Department of the Navy (DON) OGC and provides legal services to CNIC and its Region activities.
CNIC’s mission is to provide consistent, effective, and efficient shore installation services and support to sustain and improve current and future Fleet readiness and mission execution. As an Echelon III command, JRM is one of the ten Navy Regions reporting to CNIC and executes CNIC mission by coordinating base operating support for Navy, Air Force and Marine Corps installations and activities located on Guam and throughout the Marianas Islands.
The JRM Counsel office is comprised of four attorneys, including the subject position, and one paralegal. Legal advice is provided on a full range of issues encountered by the clients, with a concentration in (in no particular order) environmental law; civilian personnel law; fiscal law (matters stemming from appropriated funds and non-appropriated funds); international law (within the context of the U.S. responsibilities under the Compacts of Free Association); business and commercial law involving the acquisition of supplies and services to include interagency agreements; real and personal property law; administrative law resulting from operations and responsibilities associated with operating military installations; ethics and standards of conduct; and, the law of information disclosure (Freedom of Information Act (FOIA /Privacy Act (PA) matters).
The successful candidate will primarily provide legal support across the full range of OGC practice areas, with an emphasis in environmental law. The successful candidate’s duties will include advising clients and rendering legal opinions on a variety of environmental and historic preservations laws, to include: The Religious Freedom Protection Act, National Historic Preservation Act, Endangered Species Act, Marine Mammal Protection Act, National Environmental Policy Act (NEPA), Executive Order 12114, Coast Zone Management Act, Magnusson-Stevens Fisheries Act, Federal Land Policy and Management Act, Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, Toxic Substances Control Act, Oil Pollution Act of 1990, Safe Drinking water Act, Comprehensive Environmental Response and Liability Act, Native Americans Graves Protect and Repatriation Act, and other cultural historical, and natural resources acts. The successful candidate will actively engage clients throughout the environmental planning processes to provide advice, recommend alternatives, and inform the clients about applicable laws, regulations, and policies. Additional duties may include providing advice and guidance in the areas of fiscal law, acquisition, Government Ethics/Standards of Conduct, Freedom of Information Act/Privacy Act matters and other administrative law matters resulting from operations and responsibilities of operating large military installations.
The position will be filled under the General Schedule (GS) at the GS-13, or GS-14 level depending on the qualifications of the successful applicant, and the needs of the office, and funding availability. Among qualified applicants, preference may be given to hiring the best-qualified applicant at a lower grade. To be eligible for selection at the GS-13 level, the applicant must have in excess of two years of successful relevant legal experience. To be eligible for selection at the GS-14 level, the applicant must have at least three and one-half years of successful relevant legal experience. The position has a full performance level and promotion potential to GS-14.

The Guam Department of Education (GDOE), formerly the Guam Public School System, is a school district in Guam that serves roughly 4,000 employees and 30,000 school children. The district is headquartered at the GDOE Tiyan offices located at 501 Mariner Avenue Barrigada, Guam. The Guam Department of Education is a single unified school district consisting of grades pre-kindergarten through 12th grade. The district serves 26 elementary schools, eight middle schools, six high schools and one alternative school.
Through the proper management of resources, continued improvement of programs and offerings, and dedication to excellence in education, the department has helped thousands of students graduate and enter the world of work or higher education. Providing a quality education and helping students complete their high school education is essential both to the future successes of these students, and to the Guam community as a whole. Research shows that high school graduates are more likely to earn higher wages, be employed, pay higher taxes, and therefore contribute positively to the island economy. It is the department's mission to prepare all children for success in the work force, higher education, and society.
Responsible for criminal cases, including juvenile cases, prosecution, appeals, felony, misdemeanor and traffic cases and other matters as assigned by the Attorney General and the Chief Prosecutor;
Draft motions, pleadings, answers complaints and other legal documents common to criminal law practice and appears on behalf of the government of the Northern Mariana Islands;
Investigates cases to ensure adequate prosecution, reviews the police investigation and reports to ensure that the gathering of evidence, interviewing, etc. are performed appropriately;
Handle all phases of the prosecution of felony cases. This includes assisting police officers secure arrest and search warrants, and handle preliminary hearings, pretrial motions and final disposition of felony cases;
Performs such acts as may be incidental to the exercise of the functions, powers, and duties set forth in the Commonwealth constitution and statutes; and
The Commonwealth of the Northern Mariana Islands (CNMI) is a government in political union with the United States of America consisting of several islands in the Pacific Ocean located north of Guam, including the islands of Saipan, Tinian, and Rota. With a population of approximately 45,000 people, Saipan offers both a close-knit community and the professional opportunities of a capital city. The Commonwealth judiciary consists of five Superior Court judges and a Supreme Court consisting of three justices. The U.S. District Court for the Northern Mariana Islands has one justice and one magistrate, and appeals are heard by the United States Court of Appeals for the Ninth Circuit.

DUTIES AND RESPONSIBILITIES::
Assistant Attorney Generals perform the following duties and responsibilities:
Represent government agencies in all in-house legal matters including contract review, administrative hearings, government procurement, and litigation;
Draft legal memoranda, opinions, and regulations;
Draft motions, pleadings, and other legal documents in civil litigation matters and appear on behalf of the government of the Commonwealth and/or executive branch agencies;
Perform such acts as may be incidental to the exercise of the functions, powers, and duties set forth in the Commonwealth Constitution and statutes; and

Staff Attorneys at all salary levels will be expected to perform a broad range of tasks including,
but not limited to:
Reviewing case pleadings and briefs, researching applicable law, and providing analyses for the court;
Attending hearings and trials and assisting the court in determining applicable law;
Preparing draft orders and judgments;
Reviewing cases on appeal and preparing draft opinions for the appellate panel;
Working with the Court Director to ensure compliance with the Pohnpei Supreme Court Manual of Administration, Public Service System Regulations (when applicable), and Financial Management Regulations;
Assisting the Chief Justice with core administrative functions, such as drafting correspondence, preparing general court orders, and composing internal memoranda;
Providing legal assistance to the Chief Clerk, Chief Marshal, and Court Director;
Providing legal assistance to the Court of Land Tenure as needed;
Coordinating with the Attorney General or other legal counsel regarding civil actions brought against the Pohnpei Judiciary;
Liaising with local, state, and national governments, non-governmental organizations, and private attorneys regarding access to justice issues;
Working with Justices and key staff to improve court services;
It is the policy of the Pohnpei Supreme Court that employment consideration be based on qualifications and experience, regardless of sex, race, religion, ancestry, family, or sexual orientation. In making appointments, first consideration will be given to those applicants who are FSM citizens and legal residents of the state of Pohnpei. Only after it has been determined that there are no qualified FSM citizens then consideration of applicants from other nations may be given.

The Commonwealth Utilities Corporation (CUC) is a state government corporation that operates the electric power, water and wastewater services on the three main islands of the Commonwealth of the Northern Mariana Islands (CNMI) ??? Saipan, Tinian, and Rota. The CNMI is one of five U.S. territories (which include Puerto Rico, U.S. Virgin Islands, Guam, and American Samoa). CUC is an autonomous agency of the CNMI government. As an autonomous agency, the CUC has an independent Board of Directors, who are appointed by the Governor, whose members serve a concurrent four?year term.
Through a transition period between U.S. Trust Territory management and after the ratification of the CNMI Covenant, in 1975, the CNMI enacted legislation creating CUC. Due to a number of delays in actual implementation, the CUC did not take over operations until October 1987, which up to that time operated under the Department of Public Works. In the Special Representatives Agreement negotiated between the governments of the CNMI and the United States in July 1985, the CNMI government agreed that utility systems would operate on a full cost recovery basis within three years after passage of the enabling legislation. To date, CUC has yet to achieve full cost recovery.
